We do have material needs but past experiences and other poeple's lives have taught us that this is not the case. No matter how much material wealth and satisfaction we get, there will always be a something deep inside of us telling us that this isn't 'it' yet. We are still longing for something deeper. And that great saintly person's have given us the answer and that is to love God with all our hearts, minds, and entire beings. So, the effort of the government to make it so that people will get more happiness, will be in vain if it only tries to satisfy our material needs and at he same time promote a hedonistic lifestyle. It's not like we are so much lacking in material things. It is actually because our spiritual needs are not satisfied. Therefore, the first thing the government has to work on is to give the people a situation and conducive environment wherein they can pursue their spiritual lives.
